SUBJECT: Fiscal Note for HB 2558 by House Committee on Veterans and Military
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2558 is
respectfully submitted to your committee.
HB 2558 would create the Armed Services Occupation Medal distinctive license plate.
The bill would allow any Kansas resident, who is a recipient of the Army of Occupation Medal or
the Navy Occupation Service Medal, and is the owner of a passenger vehicle or truck of a gross
weight of 20,000 pounds or less, or a motorcycle. A Kansas resident could be issued one Armed
Services Occupation Medal distinctive license plate for each vehicle on and after January 1, 2025.
The distinctive license plate would be issued upon proper registration and payment of any fees
required.
The Department of Revenue estimates the enactment of HB 2558 would increase its
expenditures by $4,410 in FY 2025 for administrative costs related to designing and manufacturing
of the new license plate. The Department would not collect the up to $4,000 fee for plate
development. The Department indicates that the license plate would not be subject to the $40
special plate application fee but would be subject to the $40 personalized plate application fee if
the applicant chose to personalize the license plate. Any fiscal effect associated with HB 2558 is
not reflected in The FY 2025 Governor’s Budget Report.
