SUBJECT: Fiscal Note for SB 369 by Senate Committee on Federal and State Affairs
In accordance with KSA 75-3715a, the following fiscal note concerning SB 369 is
respectfully submitted to your committee.
SB 369 would require filings of declarations of intention to become a candidate,
nomination petitions, or certificates of nomination for national, state, county, township, and
municipal office to include the candidate’s non-governmental issued email address. In addition,
the Secretary of State would be required to include a candidate’s email address in the certification
of names of candidates that have filed valid nomination petitions or declarations of intent to
become a candidate for United States Congress or state office. County election offices would also
be required to include a candidate’s email address when publishing the names and addresses of all
candidates certified by the Secretary of State as candidates for national or state office and for
candidates that have filed valid nomination papers or declarations of intent with county election
offices. The bill would also make technical changes.
The Secretary of State indicates SB 369 would not have a fiscal effect on its agency
operations. The agency also indicates the bill would have a fiscal effect on the county election
offices because the counties would destroy current filing forms and petition forms and create new
forms to collect additional information as the bill requires. The offices would also incur additional
costs for publication of the additional information. Any fiscal effect associated with SB 369 is not
reflected in The FY 2025 Governor’s Budget Report.

The Kansas Association of Counties indicates under SB 369, the county election offices
could incur additional costs for updating forms. However, the Association is unable to estimate
the fiscal effect of the bill.
