SUBJECT: Fiscal Note for HB 2524 by House Committee on Agriculture and Natural
Resources
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2524 is
respectfully submitted to your committee.
The bill would require the Secretary of Wildlife and Parks to reduce the fees for camp sites
and cabins by 50.0 percent for Kansas residents who are 65 years of age or older. The reduced
rate would not apply to Friday, Saturday, or legal public holidays. Starting July 1, 2024, the
Secretary would certify to the Director of Account and Reports, of the Department of
Administration, the amount of money for fees that were not collected during the previous fiscal
year because of the fee reduction. Upon receipt of the certification, or as soon as moneys are
available, the Director of Accounts and Reports would transfer the certified amount from the State
General Fund to the Operating Expenditures Account of the State Economic Development
Initiatives Fund of the Department of Wildlife and Parks. The Secretary would send a copy of
each certification and detailed report of the uncollected fees to the Director of the Budget and the
Director of Legislative Research. The bill would become effective upon publication in the statute
book.
The Department of Wildlife and Parks states that if the bill were enacted, it would see a
reduction in its fee funds of $778,000 starting in FY 2025. However, these funds would be
replaced in FY 2026 with Economic Development Initiatives Funds once Director of Accounts
and Reports transfers the certified amount. The agency states that if they can use the Economic
Development Initiative Funds for cabins and camp sites expenditures, then it would not have an
overall fiscal effect on agency operations.

The Department of Administration states that it would take one hour per fiscal year to
process the transfer certified by the Department of Wildlife and Parks from the State General Fund
the Economic Development Initiatives Fund, which could be absorbed within existing staff
resources. Any fiscal effect associated with HB 2524 is not reflected in The FY 2025 Governor’s
Budget Report.
