Dear Representative Proctor:
SUBJECT: Fiscal Note for HB 2513 by House Committee on Elections
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2513 is
respectfully submitted to your committee.
HB 2513 would require applications for advance voting ballots transmitted to the voter in
person to be returned to the county election office between 10 days prior to an election and 12:00
pm on the day preceding the election. The bill would extend the time for transmittal of advance
voting ballots to voters to not more than 22 days prior to the election day. The current deadline is
not more than 20 days prior to the election day. The bill would also require the return of that ballot
to the county election officer by 7:00 pm on the day of the election. Currently, such ballots are
accepted up to three days after the election day. The bill would also change the deadline to register
to vote from the current 21 days prior to the election day to 23 days prior to the election day.
The Secretary of State would use existing resources to provide training materials for county
election officials and update educational and promotional materials to the voting public. The
agency also indicates HB 2513 could have a fiscal effect on county election office budgets. The
election offices would have additional expenses for voter outreach to ensure every voter was aware
of the changes in advance voting by mail both receiving and returning, advance voting in person,
and voter registration. The agency does not have information to estimate how much each county
spends on voter outreach and education. Any fiscal effect associated with HB 2513 is not reflected
in The FY 2025 Governor’s Budget Report.

The Kansas Association of Counties indicates HB 2513 could have a fiscal effect on the
counties because of the change in the timing of advance voting ballots. However, the Association
is unable to estimate the fiscal effect on counties.
