Dear Representative Proctor:
SUBJECT: Fiscal Note for HB 2511 by House Committee on Elections
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2511 is
respectfully submitted to your committee.
HB 2511 would allow a candidate for nonpartisan offices other than national, state, county,
or township office to have their political party affiliation added to the ballot with the candidate’s
name. This provision would make null and void any ordinance, resolution or regulation adopted
by a city, county, township, school district or any other political subdivision adopted on or before
July 1, 2024, that is in direct conflict with the provisions of the bill. The bill would take effect and
be in force from and after its publication in the Kansas Register.
The Secretary of State would use existing resources to provide training and update manuals
for county election officials; update the agency’s website; update public documents and
information; and work with media, political parties, candidates, and the public to ensure
knowledge of the provisions of HB 2511. The agency also indicates HB 2511 could have a fiscal
effect on county election office budgets. The election offices would have additional expenses for
ballot printing and voting machine programming. There would also be an added expense if
counties would be required to publish this information in official notifications. The agency
estimates costs would range from a few hundred dollars to several thousand dollars per county per
election. Any fiscal effect associated with HB 2511 is not reflected in The FY 2025 Governor’s
Budget Report.

The Kansas Association of Counties indicates HB 2511 would affect printing costs to
change ballots; however, the Association is unable to estimate the additional printing costs without
knowing the spacing that would be needed on the ballot.
