Dear Senator Billinger:
SUBJECT: Fiscal Note for SB 350 by Senate Committee on Ways and Means
In accordance with KSA 75-3715a, the following fiscal note concerning SB 350 is
respectfully submitted to your committee.
SB 350 would amend the Kansas Fights Addiction Act. The will would add for-profit
private entities to the definition of “qualified applicant.” Currently, the Kansas Fights Addiction
Grant Review Board members do not receive compensation when attending board meetings. The
bill would allow the members to be paid subsistence allowances, mileage, and other expenses when
attending board meetings after January 8, 2024.
The Office of the Attorney General states that because the bill would allow board members
to be paid subsistence allowances, mileage, and other expenses it would increase the agency’s
State General Fund expenditures. However, the agency cannot estimate a dollar amount board
members would request for reimbursement.
The Board of Pharmacy states that expanding the eligible applicant pool could have the
potential to impact the Board. The Board statutorily receives $200,000 annually from the Kansas
Fights Addiction Fund to support the K-TRACS Program, including 1.00 FTE position. While the
bill does not directly impact the transfer, decreasing the available funds could potentially decrease
or remove the transfer of funds in future years.
The Kansas Department of Health and Environment, the Department of Corrections, and
the Department for Aging and Disability Services state that the bill would not have a fiscal effect.
Any fiscal effect associated with SB 350 is not reflected in The FY 2025 Governor’s Budget
Report.

The Kansas League of Municipalities indicates that the bill could affect cities if a city is
awarded a grant from Kansas Fights Addiction Act Grant Review Board. This bill would increase
the number of potential recipients and therefore could decrease the total amount that could be
awarded to cities.
