SUPPLEMENTAL NOTE ON HOUSE BILL NO. 2507

Brief*
HB 2507 would designate bridge No. 160-96-293.72,
located on US-160 in Sumner County, as the SrA Derek Scott
Martin Memorial Bridge.
The bill would require the Secretary of Transportation to
place suitable signs to indicate the designations once,
pursuant to continuing law, sufficient moneys have been
received from gifts and donations for the cost of placing such
signs, plus an additional 50 percent of the initial cost to defray
costs for future maintenance or replacement of the signs.

Background
The bill was introduced by the House Committee on
Transportation at the request of Representative Rhiley.

In the House Committee hearing on January 30, 2024,
proponent testimony was provided by Representative Rhiley
and three family members of Derek Scott Martin. One of the
family members also read testimony provided by a veteran
who had served with and continued after service as a friend
to Derek Scott Martin.

According to testimony, Senior Airman Derek Scott
Martin was born in Wellington, Kansas, and served six years
in the U.S. Air Force, from which he was honorably
discharged after serving multiple tours of duty in Iraq and
Afghanistan and being awarded a Purple Heart medal for his
service. Proponents described his service to others, including
to other wounded veterans.
Written-only proponent testimony was provided by five
family members of Derek Scott Martin, four friends of Derek
Scott Martin’s family, three friends of Derek Scott Martin, a
mother of another deceased veteran, and representatives of
22 Too Many and Operation Creekside.
No other testimony was provided.

Fiscal Information
According to the fiscal note prepared by the Division of
the Budget on the bill, the Kansas Department of
Transportation (KDOT) estimates it would cost $2,280 to
manufacture and install two signs indicating the designation,
and a total of $3,420 would need to be received from
donations to install the signs. KDOT indicates implementation
of the bill would require an increase of $2,280 to the
expenditure limitation for the agency operations account for
FY 2025. Any fiscal effect associated with the bill is not
reflected in The FY 2025 Governor’s Budget Report.
