SUBJECT: Fiscal Note for HB 2509 by House Committee on Education
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2509 is
respectfully submitted to your committee.
Under current law, any school district that offers career technical education for students
enrolled in grades nine through 12 pays for any fees charged for any assessment or other
examination that is required for students to obtain an approved industry-sought career technical
education credential, upon request by the student. HB 2509 would create a state reimbursement
program for school districts, subject to appropriations. The amount of reimbursement would be
under the following formula: dollar amount of fees and assessments X 1.2 = entitled amount of
state reimbursement aid.
State reimbursement aid would be distributed to school districts at times determined by the
State Board of Education. If in any fiscal year the amount appropriated by the Legislature for this
program is less than the amount of state reimbursement aid entitled by school districts, the bill
would allow payments to be prorated by the State Board of Education.

The Department of Education reports that during the past five years, students have earned
an average of 1,499 career technical education credentials at an average cost of $103 per credential.
If all of these credentials would meet the definition of “industry sought,” the Department estimates
that it would require an appropriation of $185,276 from the State General Fund in FY 2025 to
provide state reimbursement aid to school districts (1,499 credentials X $103 average cost X 1.2
factor = $185,276). The Department estimates the same amount of expenditures would be required
in FY 2026. Any fiscal effect associated with HB 2509 is not reflected in The FY 2025 Governor’s
Budget Report.
The Kansas Association of School Boards indicates that the enactment of the bill would
increase revenues to school districts from the state aid payments, which would allow districts to
use these funds that are currently being used to pay the credential fees for other school district
purposes.
