          Dear Representative Williams:
                    SUBJECT:      Fiscal Note for HB 2506 by House Committee on K-12 Education Budget
                  In accordance with KSA 75-3715a, the following fiscal note concerning HB 2506 is
          respectfully submitted to your committee.
                   HB 2506 would authorize a student who is enrolled in a virtual school to participate in
          activities that are regulated by the Kansas State High School Activities Association (KSHSAA).
          The activities would be in the virtual student’s resident school district. The virtual student would
          not be required to have a minimum enrollment requirement in the resident school district to
          participate in activities. Current law does not allow virtual students to participate in activities that
          are regulated by KSHSAA.
                  The enactment of HB 2506 would have no fiscal effect on state aid to school districts and
          would have no fiscal effect on state expenditures. The Kansas Association of School Boards
          indicates that the enactment of HB 2506 could increase the marginal costs of school district activity
          programs by allowing virtual students to participate in school activities. These marginal cost
          increases could require school districts to increase fees to other students to cover the additional
          virtual student costs, as the bill would not allow a district to charge a virtual student more than a
          traditional student. However, any fiscal effect would depend on the number of virtual students
          who would choose to participate in school district activities.
