SUPPLEMENTAL NOTE ON SENATE BILL NO. 340
As Amended by House Committee on Insurance

Brief*
SB 340, as amended, would amend the definition of
“person” in law regarding violations of insurance law to
update the list of entities under the jurisdiction of the
Commissioner of Insurance (Commissioner) by removing
“automobile club”.
The bill would be in effect upon publication in the
Kansas Register.

Background
The bill was introduced by the Senate Committee on
Financial Institutions and Insurance at the request of a
representative of the Kansas Insurance Department
(Department).
[Note: A companion bill, HB 2530, has been introduced
in the House.]

Senate Committee on Financial Institutions and
Insurance
In the Senate Committee hearing, proponent testimony
was provided by a representative of the Department. The
representative indicated the bill would eliminate the reference
to an automobile club in the definition of “person,” as

House Committee on Insurance
In the House Committee hearing on the bill, proponent
testimony was provided by a representative of the
Department, who stated the bill was passed by the Senate
unanimously.

The House Committee amended the bill’s effective date
to be upon publication in the Kansas Register.

Fiscal Information
According to the fiscal note prepared by the Division of
the Budget on the bill, as introduced, the Department
indicates enactment of the bill would have no fiscal effect
because automobile clubs are no longer under the jurisdiction
of the Department.
