Dear Representative Proctor:
SUBJECT: Fiscal Note for HB 2496 by Representative V. Miller, et al.
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2496 is
respectfully submitted to your committee.
HB 2496 would enact the Interstate Compact on the Agreement Among the States to Elect
the President by National Popular Vote. The agreement would take effect when states that
cumulatively possess a majority of the electoral votes have enacted the agreement in substantially
the same form. Among other provisions, the bill would establish the requirements for membership
in the Compact, the right of the people in the member states to vote for the President and Vice-
President, the manner of appointing Presidential electors in member states, and define terms used
in the bill. The bill would amend existing law concerning the convening and duties of the electors
and require the electors of the President and Vice-President to vote according to the presidential
slate receiving the largest national popular vote total.
According to the Secretary of State, enactment of HB 2496 would have no effect on the
agency’s expenditures or revenues. Updating of materials provided to the general public
concerning the change in the election process would be financed within the agency’s existing
resources. The Kansas Association of Counties indicates the bill would not have a fiscal effect on
the counties.
