SUBJECT: Fiscal Note for SB 330 by Legislative Post Audit Committee
In accordance with KSA 75-3715a, the following fiscal note concerning SB 330 is
respectfully submitted to your committee.
Under current law, the Legislative Division of Post Audit is required to conduct a 911
system audit every five years, a KPERS audit every three years, and a yearly audit of economic
development incentives. SB 330 would remove these required audits from state statutes.
According to the Legislative Division of Post Audit, the enactment of the bill would allow
the agency to conduct more audits of different topics with its existing staff. The agency notes that
the cost of the 911 system audit is paid through a local fund (outside the State Treasury) maintained
by the 911 Coordinating Council, with revenues generated through subscriber fees. The Division
estimates that the elimination of this audit would reduce expenditures from the local 911
Operations Fund by approximately $80,000 every five years, which was the approximate cost of
the 2023 911 system audit.
