SUBJECT: Fiscal Note for HB 2472 by House Committee on Appropriations
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2472 is
respectfully submitted to your committee.
Beginning with FY 2026, HB 2472 would require the Governor to submit a detailed budget
plan for the ensuing fiscal year that would include a maximum 2.0 percent increase of State
General Fund expenditures from the immediately preceding fiscal year.
The enactment of HB 2472 could be implemented without additional expenditures.
However, the bill would limit the Governor in the submission of a detailed budget plan beginning
in FY 2026. Depending on the inflation factor for school finance expenditures in FY 2026 and
beyond, which generally comprise over 50.0 percent of the State General Fund budget each year,
the Governor may have to propose the reduction of expenditures in other functions of government
to keep school finance expenditures at constitutional levels. Any fiscal effect associated with HB
2472 is not reflected in The FY 2024 Governor’s Budget Report.
