Dear Representative Waymaster:
SUBJECT: Fiscal Note for HB 2463 by House Committee on Appropriations
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2463 is
respectfully submitted to your committee.
HB 2463 would permit Wichita State University (WSU) to request the issuance of revenue
bonds by the Kansas Development Finance Authority, not to exceed $17,850,000, plus any
authorized issuing costs. Any bonds issued would be an obligation of KDFA and would not
constitute debt of the State of Kansas and would not have the pledge of the full faith and credit or
taxing power of the state.
WSU indicates the proceeds from the bonds authorized from the enactment of HB 2436
would be used for a capital improvement project relating to the renovation and equipment of the
university stadium. WSU estimates a debt service payment of $1,063,235 in FY 2024 which will
be paid using a combination of revenues from university funds, private gifts, and local funding.
Any fiscal effect associated with HB 2463 is not reflected in The FY 2024 Governor’s Budget
Report.
