Dear Representative Waymaster:
SUBJECT: Fiscal Note for HB 2462 by House Committee on Appropriations
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2462 is
respectfully submitted to your committee.
HB 2462 would permit Emporia State University (ESU) to request the issuance of revenue
bonds by the Kansas Development Finance Authority, not to exceed $15.0 million, plus any
authorized issuing costs. Any bonds issued would be an obligation of KDFA and would not
constitute debt of the State of Kansas and would not have the pledge of the full faith and credit or
taxing power of the state.
ESU indicates the enactment of HB 2462 would allow the university to demolish certain
facilities and to construct, renovate, develop and equip a new department of nursing and student
wellness center all on the campus. ESU estimates a debt service payment of $960,000 in FY 2024
which will be paid using revenues from federal grants, private gifts, university funds and the
Educational Building Fund. Any fiscal effect associated with HB 2462 is not reflected in The FY
2024 Governor’s Budget Report.
