SUBJECT: Fiscal Note for HB 2451 by House Committee on Federal and State Affairs
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2451 is
respectfully submitted to your committee.
HB 2451 would change the current definition of delta-9 tetrahydrocannabinol in the
Commercial Industrial Hemp Act to remove the references to salts, acids, and isomers of delta-9
tetrahydrocannabinol in industrial hemp. The bill would also allow the manufacturing and sale of
various prohibited hemp products. Additionally, HB 2451 would clarify that it is unlawful for any
industrial hemp extract with a delta-9 tetrahydrocannabinol concentration of greater than 0.3
percent that will be further processed to be processed, marketed, or sold to any person in Kansas
who is not a registered hemp processor or a Kansas Department of Agriculture licensee under a
commercial plan.
The Kansas Department of Agriculture indicates that enactment of HB 2451 would not
have a fiscal effect.
