SUBJECT: Fiscal Note for SB 294 by Senate Committee on Ways and Means
In accordance with KSA 75-3715a, the following fiscal note concerning SB 294 is
respectfully submitted to your committee.
SB 294 would amend KSA 65-242 to increase the minimum for the distribution formula
for assistance to local health departments from $7,000 to $12,000 per year.
According to the Kansas Department of Health and Environment, enactment of SB 294
would result in a redistribution of the budgetary share dedicated for assistance to local health
departments and has no fiscal effect on the state. The agency notes that the awards are based on a
population formula and most health departments receive the minimum award. Currently the
language of SB 294 is included in both HB 2273 and SB 155 and taken into account for The FY
2024 Governor’s Budget Report.
The Kansas Association of Counties reports that SB 294 would have a fiscal effect on
counties, particularly rural counties with lower populations that would receive more funding. The
Association estimates 65 counties currently receiving the minimum disbursement would see an
increase in funding of about $5,000 per county.
