SUBJECT: Fiscal Note for HB 2437 by House Committee on Federal and State Affairs
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2437 is
respectfully submitted to your committee.
HB 2437 would update and clarify language in the Kansas Pet Animal Act. The bill would
establish official procedures for premises to follow when ceasing specific licensed activity, allow
licensees to designate a representative during premises inspections, and create penalties for
noncompliance. Additionally, HB 2437 would allow the Animal Health Commissioner to enter
into contracts with licensed animal shelters or rescue networks to care for seized pet animals. The
bill would also require the Animal Health Commissioner to prepare an annual report of revenues
received and expenditures made by the Animal Facilities Inspection program.
The Kansas Department of Agriculture indicates that HB 2437 would have a fiscal effect
on agency operations due to the new administrative duties and the newly created penalties in the
bill; however, the agency was unable to provide a specific estimate of this effect. The Kansas
Board of Veterinary Examiners indicates that enactment of this bill would not have a fiscal effect
on agency operations. Any fiscal effect associated with HB 2437 is not reflected in The FY 2024
Governor’s Budget Report.
