SUBJECT: Fiscal Note for SB 257 by Senate Committee on Federal and State Affairs
In accordance with KSA 75-3715a, the following fiscal note concerning SB 257 is
respectfully submitted to your committee.
SB 257 would require places of public accommodation with televisions manufactured after
1993 and television receivers located in public areas to have closed captioning enabled as the
default option when open and accessible to the public. The bill would make various definitions
and would require the Kansas Commission for the Deaf and Hard of Hearing to adopt policies
providing guidance on compliance and assist local governmental entities with consultation and
support in the development of policies and procedures.
According to the Kansas Department for Children and Families, any costs related to
additional duties due to enactment of SB 257 would be negligible for the Kansas Commission for
the Deaf and Hard of Hearing could be handled within existing resources. The Kansas Department
of Health and Environment states enactment of the bill would not result in a fiscal effect on agency
operations. The Kansas Association of Counties notes SB 257 could have a fiscal effect on
counties if updates to technology were needed to meet the requirements in the bill. The League of
Kansas Municipalities reports the bill would have a negligible fiscal effect for cities.
