Dear Senator Olson:
SUBJECT: Fiscal Note for SB 214 by Senate Committee on Federal and State Affairs
In accordance with KSA 75-3715a, the following fiscal note concerning SB 214 is
respectfully submitted to your committee.
SB 214 would prohibit utility companies from recovering dues, donations, or contributions
to charitable or social organizations through customer rates.
The Kansas Corporation Commission and the Citizens’ Utility Ratepayer Board indicate
that SB 214 would not have a fiscal effect. According to the Kansas Association of Counties, SB
214 would not have a fiscal effect on county governments. The League of Kansas Municipalities
indicates that enactment of SB 214 would reduce local government revenues by unknown amounts
due to the cost recovery limitations for public utilities.
