SUBJECT: Fiscal Note for HB 2372 by House Committee on Agriculture and Natural
Resources
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2372 is
respectfully submitted to your committee.
HB 2372 would amend KSA 65-1,182 provisions related to swine waste. The bill would
update language and add definitions and requirements for the allowable use, application, and
disposal of swine waste. The bill would also allow for individuals aggrieved by any alleged
violation of the bill to bring an action for damages against the operator of the applicable swine
facility.
According to the Kansas Department of Health and Environment, enactment of HB 2372
would not have fiscal effect on agency operations. The League of Kansas Municipalities and the
Kansas Association report that that bill would not have a fiscal effect on cities or counties.
