Topeka, Kansas 66612
Dear Representative Patton:
SUBJECT: Fiscal Note for HB 2355 by House Committee on Judiciary
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2355 is
respectfully submitted to your committee.
HB 2355 would remove sodomy between persons who are 16 or more years of age and
members of the same sex from the definition of criminal sodomy.
The Office of Judicial Administration indicates enactment of the bill could have a fiscal
effect on the expenditures and revenues of the Judicial Branch, but a precise fiscal effect cannot
be estimate until the courts have had an opportunity to operate under the provisions of the bill.
The Sentencing Commissions and the Department of Corrections indicate enactment of the
bill would have no fiscal effect. Any fiscal effect associated with HB 2355 is not reflected in The
FY 2024 Governor’s Budget Report.
Sincerely,
Adam Proffitt
Director of the Budget
