SUBJECT: Fiscal Note for SB 181 by Senate Committee on Public Health and Welfare
In accordance with KSA 75-3715a, the following fiscal note concerning SB 181 is
respectfully submitted to your committee.
SB 181 would permit city and counties to create a Child Death Review Board and establish
the requirements for the operations of the boards. The bill would also grant access to the boards
for a variety of information to review. The State Child Death Review Board would disclose
information collected by the city or county.

The Office of the Attorney General indicates that SB 181 would have a fiscal effect on
expenditures of the Office. The State Child Death Review Board is located in the Office. The
Board must ensure coordination and cooperation among all agencies involved in child deaths. To
execute the duties under SB 181, the Board would need an additional 2.00 Program Director FTE
positions and an additional 1.00 Data Analyst FTE position. This structure is comparable to
neighboring states with similarly constructed child death review board statutes.

The Department for Children and Families, the Kansas Highway Patrol, and the Kansas
Bureau of Investigations indicate that SB 181 would not have a fiscal effect on the agencies,
respectively. Any fiscal effect associated with SB 181 is not reflected in The FY 2024 Governor’s
Budget Report.
The Kansas Association of Counties indicates that SB 181 could have a fiscal effect when
establishing and maintaining the boards. It is unclear which counties would establish these boards
or how often they would meet, therefore the fiscal effect is unknown.
