SUBJECT: Fiscal Note for SB 177 by Senators Faust Goudeau and Haley
In accordance with KSA 75-3715a, the following fiscal note concerning SB 177 is
respectfully submitted to your committee.
SB 177 would add Juneteenth National Independence Day, June 19, to the list of legal
public holidays in Kansas. The bill would also require state agencies to be closed on the following
legal public holidays: New Year’s Day; Memorial Day; Juneteenth National Independence Day;
Independence Day; Labor Day; Veterans’ Day; Thanksgiving Day; and Christmas Day.

The cost of an additional holiday for the State of Kansas is in the form of additional
compensation beyond the holiday credit that all employees receive for paid holidays that is paid to
employees who are required to work on the holiday. The Department of Administration estimates
that such compensation would total $752,500 in FY 2024 and subsequent fiscal years. The agency
notes that the costs of SB 177 would increase in years when June 19th falls on a Friday or Saturday,

due to the likelihood of more employees being eligible for overtime on the holiday. Any fiscal
effect associated with SB 177 is not reflected in The FY 2024 Governor’s Budget Report.
