SUBJECT: Fiscal Note for HB 2342 by House Committee on Agriculture and Natural
Resources Budget
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2342 is
respectfully submitted to your committee.
HB 2342 would create a five-member Pet Animal Board of Veterinarians within the Kansas
Department of Agriculture and transfer the powers of the Animal Health Commissioner in relation
to the Kansas Pet Animal Act to the newly created board. One board member would be appointed
by the Governor, two would be appointed by the President of the Senate, and two would be
appointed by the Speaker of the House. All members of the Board would be actively practicing
licensed Kansas veterinarians.
Additionally, HB 2342 would amend the Kansas Pet Animal Act to remove the provision
allowing no-contact inspections. The bill would prohibit the seizure of animals unless the sheriff
or other law enforcement officer presents a warrant for the seizure and a licensed veterinarian is
in attendance during such seizure. HB 2342 would also replace the Department of Agriculture’s
existing pet animal license fee structure with a single fee for all license categories.

The Kansas Department of Agriculture estimates that HB 2342 would require $145,600 of
additional agency expenditures from the State General Fund. These expenditures would be made
to pay the salaries and wages of the five new board members. The bill specifies that each of the
five board members would be paid 20.0 percent of the annual salary of the Animal Health
Commissioner, which is equivalent to $29,120 per member. These new expenditures would be
ongoing.
The Kansas Board of Veterinary Examiners indicates that HB 2342 would not have a fiscal
effect on agency operations. Any fiscal effect associated with HB 2342 is not reflected in The FY
2024 Governor’s Budget Report.
