SUBJECT: Fiscal Note for HB 2315 by Representative Martinez
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2315 is
respectfully submitted to your committee.
HB 2315 would require school districts to offer instruction in life skills for students in
grades six through 12, beginning in school year 2024-2025. Life skills would include, but would
not be limited to, the following: nutrition programs; automobile maintenance; the concept of social
justice; the concept of empathy; and career exploration.

If enacted, the Department of Education would require expenditures totaling $325,000
from the State General Fund in FY 2024. This estimate includes $250,000 to conduct research
and establish an education policy committee to develop standards for life skills. The agency notes
that this research would need to take place in FY 2024 in order for standards to be available to
school districts for the 2024-2025 school year. The total expenditure estimate also includes
$72,500 (including fringe benefits) for 1.00 FTE Education Policy Committee Coordinator
position to oversee the development and implementation of standards for school districts and for
ongoing support. The position would require $2,500 for other operating expenditures, including a

computer, information technology usage expenditures, and office rent. The cost for conducting
research and the education policy committee would be considered one-time, while the cost for the
additional position would be an annual expense. Any fiscal effect associated with HB 2315 is not
reflected in The FY 2024 Governor’s Budget Report.
The Department notes that the cost for school districts cannot be estimated as some districts
may have curriculum materials and instructional training already in place for some of the listed
areas. Other districts likely would need to purchase materials and provide training in response to
the bill.
