Dear Representative Carpenter:
SUBJECT: Fiscal Note for HB 2311 by House Committee on Federal and State Affairs
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2311 is
respectfully submitted to your committee.
HB 2311 would amend the Kansas Amusement Ride Act to remove the requirement for
five years of experience for an inflatable device inspector and would change specific training
requirements. The bill would specify that the qualified training received for inspecting inflatable
devices would be good for five years. The bill would also add to the list requiring inspection and
certification under the Act to include antique amusement rides, limited-use amusement rides, and
registered agritourism activity. In addition, the bill would modify permit fees for inflatable
devices.
According to the Kansas Department of Labor, enactment of HB 2311 would result in a
loss of revenue totaling $21,305 annually. The bill would also have the potential to increase
workload. The number of audits the agency performs could increase if entities operating illegally
became compliant due to the lowered fees. Any fiscal effect associated with HB 2311 is not
reflected in The FY 2024 Governor’s Budget Report.
