Dear Representative Rahjes:
SUBJECT: Fiscal Note for HB 2308 by Representative Blew
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2308 is
respectfully submitted to your committee.
HB 2308 would require the Secretary of Wildlife and Parks to establish a hunting outfitter
task force that would study the hunting outfitter industry in Kansas and make recommendations
for changes to laws, rules, and regulations. The bill details the 11 members that would be
appointed to the task force no later than July 15, 2023. The members of the task force would be
paid subsistence allowances that would be paid from any special revenue fund of the Department
of Wildlife and Parks. Staff of the Office of the Revisor of Statutes, Legislative Research
Department, and Division of Legislative Administrative Services would provide assistance
requested by the chairperson. The provisions of the bill would expire December 31, 2024.
The Kansas Department of Wildlife and Parks states that the annual cost to hold four
meeting would total $18,939, which includes costs for salaries, subsistence, mileage, tolls, and
other related costs for the task force that would be paid from agency fee funds in FY 2024. These
additional expenditures would be absorbed within the agency’s existing budget.
Legislative Administrative Services indicates that the bill would cost a total of $3,748 from
the State General Fund in FY 2024 for a committee assistant, which would be absorbed within the
Legislature’s current budget. The Kansas Legislative Research Department and the Office of the
Revisor of Statutes state that any additional expenditures created by the bill would be absorbed

within existing budget. Any fiscal effect associated with HB 2308 is not reflected in The FY 2024
Governor’s Budget Report.
