SUBJECT: Fiscal Note for HB 2310 by House Committee on Energy, Utilities, and
Telecommunications
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2310 is
respectfully submitted to your committee.
HB 2310 would increase the number of Kansas Corporation Commissioners from three to
seven over the course of the next three years. Two new Commissioners would be added on March
15, 2024, and another two would be added on March 15, 2026. Commissioners would still be
appointed by the Governor and confirmed by the Senate. When the Commission consists of five
members, no more than three could belong to the same political party; when the Commission
consists of seven members, no more than four could belong to the same political party.

The Kansas Corporation Commission estimates that HB 2310 would increase agency
expenditures by $1,080,958 in FY 2024. These expenditures would be made to hire 8.00 new FTE
positions, including 2.00 FTE Commissioner positions and 6.00 FTE support staff positions. The
salaries and wages associated with these new positions would be ongoing expenditures. Also
included in the agency’s estimate is renovation costs to add appropriate office space and modify

the hearing room and conference room for additional Commissioners. In FY 2026, the agency
would add an additional 2.00 FTE Commissioner positions. Any fiscal effect associated with HB
2310 is not reflected in The FY 2024 Governor’s Budget Report.
