SUBJECT: Fiscal Note for HB 2296 by House Committee on Transportation
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2296 is
respectfully submitted to your committee.
HB 2296 would provide that on and after January 1, 2024, any owner or lessee of one or
more passenger vehicles or trucks registered for a gross weight of 20,000 pounds or less, who is a
resident of the State of Kansas, may be issued one Knights of Columbus distinctive license plate
for each vehicle upon proper registration and payment of the regular license fee as provided in
KSA 8-143. Certain other requirements that are consistent with other specialty plates would be
included in the bill, in addition to design specifications of the new plate.
The Department of Revenue indicates the new license plates would be subject to a 250-
plate guarantee for the initial issuance which would increase state revenues by $10,000 ($40.00
special plate application fee x 250 plates), including $9,812.50 to the State Highway Fund and
$187.50 to county treasurers. The Department indicates an additional $5,000 would be credited to
the Distinctive License Plate Fund to offset the cost of plate production. The Department also
estimates that creating the new plates would cost $3,750, including $500 for testing and
development, $250 for updates to policy and training documents, $500 for plate design, and $2,500
for actual production of the plates. Any fiscal effect associated with HB 2296 is not reflected in
The FY 2024 Governor’s Budget Report.
