SUBJECT: Fiscal Note for HB 2276 by House Committee on Health and Human
Services
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2276 is
respectfully submitted to your committee.
HB 2276 would amend the Kansas Healing Arts Act to prohibit the performance or
supervision of the performance of a pelvic, rectal, or prostate examination on an anesthetized or
unconscious person unless an exception as listed in the bill was met. Violation of the provisions
of the bill would constitute unprofessional conduct under the Act.
According to the Kansas State Board of Healing Arts, enactment of HB 2276 would not
generate any revenue for the agency. There could be an increase in complaints, investigations,
and litigation but the agency anticipates any related costs would be managed within existing
resources.
