1 A PROPOSITION to amend section 2 of article 2 of the constitution of
2 the state of Kansas; providing for consecutive term limits for senators
3 and representatives.

5 Be it resolved by the Legislature of the State of Kansas, two-thirds of the
6 members elected (or appointed) and qualified to the House of
7 Representatives and two-thirds of the members elected (or appointed)
8 and qualified to the Senate concurring therein:
9 Section 1. The following proposition to amend the constitution of
10 the state of Kansas shall be submitted to the qualified electors of the state
11 for their approval or rejection: Section 2 of article 2 of the constitution of
12 the state of Kansas is hereby amended to read as follows:
13 "§ 2. Senators and representatives. (a) The number of
14 representatives and senators shall be regulated by law, but shall not
15 exceed one hundred twenty-five representatives and forty senators.
16 Representatives and senators shall be elected from single-member
17 districts prescribed by law. Representatives shall be elected for two
18 year two-year terms. Senators shall be elected for four year four-
19 year terms. The terms of representatives and senators shall
20 commence on the second Monday of January of the year following
21 election.
22 (b) (1) From and after January 13, 2025, no individual shall
23 be elected as a representative for more than four consecutive two-
24 year terms.
25 (2) From and after January 13, 2025, no individual shall be
26 elected as a senator for more than two consecutive four-year
27 terms.
28 (3) For the purpose of computing the time period under either
29 paragraph (1) or (2), no time spent serving as either a
30 representative or senator prior to January 13, 2025, shall be
31 counted.
32 Sec. 2. The following statement shall be printed on the ballot with
33 the amendment as a whole:
34 "Explanatory statement. This amendment would limit an
35 individual's service as a state representative to four

1 consecutive two-year terms and an individual's service as a
2 state senator to two consecutive four-year terms starting on
3 January 13, 2025. Any terms of service occurring prior to
4 January 13, 2025, and any nonconsecutive terms would not
5 be subject to this limitation.
6 "A vote for this proposition would limit the service of an
7 individual as a state representative to four consecutive two-
8 year terms and the service of an individual as a state senator
9 to two consecutive four-year terms starting on January 13,
10 2025.
11 "A vote against this proposition would retain the current
12 constitutional provisions that impose no limitations on the
13 number of terms an individual may serve as a representative
14 or as a senator."
15 Sec. 3. This resolution, if approved by two-thirds of the members
16 elected (or appointed) and qualified to the House of Representatives and
17 two-thirds of the members elected (or appointed) and qualified to the
18 Senate, shall be entered on the journals, together with the yeas and nays.
19 The secretary of state shall cause this resolution to be published as
20 provided by law and shall cause the proposed amendment to be submitted
21 to the electors of the state at the general election in November in the year
22 2024, unless a special election is called at a sooner date by concurrent
23 resolution of the legislature, in which case it shall be submitted to the
24 electors of the state at the special election.
