SUPPLEMENTAL NOTE ON HOUSE BILL NO. 2271

Education Budget
Brief*
HB 2271, as amended, would require creation of a
parent portal on each school district’s website, permit a
student whose parent or guardian is a school district
employee to enroll in that district regardless of residence, and
require consideration of homelessness when determining
enrollment status.
Parent Portal (Section 1)
The bill would require school districts to create a parent
portal on the school district’s website and update the
information annually on or before August 15. The district
would be required to include the following information to be
posted on the parent portal:
● Number of nonresident student transfers approved,
denied, and whether denial was due to capacity
limitations or district policies;
● A copy of all academic tests, questionnaires,
surveys, or examinations as required by law; and
● A list of the school district’s adopted curriculum,
organized by grade level, including:
○ Textbooks;
○ Required reading books; and

○ Units of study by theme, chapter, or subject
matter.
The bill would require all curriculum information to
include the title, author, publishing company, and year of
publication of all books listed. The bill would also exempt
teacher lesson plans from posting requirements.
The bill would state the publication of information
included in the parent portal is an administrative duty and
shall not be imposed by the district on teachers and is
required to be posted only once a year.
Open Enrollment (Section 2)
Nonresident Children of School District Employees
The bill would allow any nonresident student whose
parent or guardian is an employee of the school to be
permitted to enroll in that school district without going through
the nonresident student open-seat lottery process established
in law.
Children Experiencing Homelessness
The bill would allow any student experiencing
homelessness to be permitted to enroll in their school of
origin or school of residence. The bill would require that when
considering the standing of a student experiencing
homelessness, the school district must consider the obstacles
the student faces due to housing instability, lack of
transportation, or lack of other necessary resources.
The bill would require school districts to provide
transportation services for students experiencing
homelessness comparable to those offered to nonresident
students.

Background
The bill was introduced by Representative Johnson.
House Committee on K-12 Education Budget
In the House Committee hearing, written-only
proponent testimony was provided by a representative of
Kansas PTA.
Written-only neutral testimony was provided
representatives of USD 262, Valley Center Schools and the
Kansas National Education Association.
No other testimony was provided.
The House Committee amended the bill to:
● Require creation of a parent portal on each school
district’s website;
● Require consideration of homelessness when
determining a student’s enrollment status; and
● Require school districts provide students
experiencing homelessness with transportation
services comparable to those provided to
nonresident students.
Fiscal Information
According to the fiscal note prepared by the Division of
the Budget on the bill, as introduced, the Department of
Education indicates enactment of the bill would not result in
additional costs for the agency.
