SUBJECT: Fiscal Note for HB 2266 by House Committee on Health and Human
Services
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2266 is
respectfully submitted to your committee.
HB 2266 would amend the definition of “covered service” to specify that it does not include
any service or material that is covered or provided at a nominal or de minimis rate or any service
or material that is not covered because of maximum coverage limitations.
According to the Department of Administration, there would be no fiscal effect to the State
Employee Health Plan if the bill is enacted. The Department states enactment of the bill could
increase the cost for dental services for consumers if consumers exceed the maximum coverage of
their dental plans. The Kansas Insurance Department states enactment of the bill would not have
a fiscal effect on agency operations.
