SUBJECT: Fiscal Note for HB 2257 by House Committee on Health and Human Services
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2257 is
respectfully submitted to your committee.
HB 2257 would establish the Music Therapy Licensure Act for the regulation of the profession
of music therapy under the Kansas State Board of Healing Arts. The bill would define “music
therapy” as the clinical and evidence-based use of music interventions by a board-certified music
therapist to accomplish individual goals for individuals of all ages and ability levels within a
therapeutic relationship. “Music therapist” would mean a person licensed by the Board to practice
music therapy. The bill would also make other related definitions and establish parameters for music
therapy and licensure under the Act. The bill would create the Music Therapy Advisory Committee
and would require the Board to set licensing fees for initial licensing and biennial renewal through
consultation with the Committee. Beginning July 1, 2023, individuals would be prohibited from using
the title of “music therapist” or similar titles or practices without a valid license.
According to the Kansas State Board of Healing Arts, enactment of HB 2257 would result in
increased expenditures and revenue for the agency which would continue beyond FY 2024. A fiscal
effect could not be estimated as there is not a mechanism to determine the number of potential music
therapists that would seek licensure and the bill does not set any fees for licensure. Any fiscal effect
associated with HB 2257 is not reflected in The FY 2024 Governor’s Budget Report.
