Dear Representative Thomas:
SUBJECT: Fiscal Note for HB 2248 by House Committee on Education
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2248 is
respectfully submitted to your committee.
HB 2248 would require each school district to adopt policies and procedures to ensure
parents of students enrolled have access to the educational materials and records pertinent to their
child. The bill would require these policies to include provisions for parents to be informed and
have the ability to inspect any materials provided to the student, including any professional
development and training materials. In addition, the policies would allow parents to inspect and
review any educational or health record maintained by the school district.
The enactment of HB 2248 would have no fiscal effect on state aid to school districts. Any
administrative costs incurred by the school districts would be negligible, according to the
Department of Education.
