SUBJECT: Fiscal Note for SB 121 by Senate Committee on Public Health and Welfare
In accordance with KSA 75-3715a, the following fiscal note concerning SB 121 is
respectfully submitted to your committee.
SB 121 would expand the scope of practice for naturopathic doctors to include prescribing,
dispensing, and patient administration privileges under the Kansas Pharmacy Act, as well as the
Kansas Controlled Substances Act.
According to the Kansas State Board of Healing Arts enactment of SB 121 could increase
complaints received by the Board, but due to the low number of naturopathic doctors currently
licensed in Kansas, any additional workload would be managed within existing resources.
The Board of Pharmacy indicates that based on recent experience with changes to
prescribing privileges for other practitioners, they may need to include education and training for
Board staff, as well as pharmacies. Various publications and communications would need to be
updated. The agency states an exact fiscal effect can not be estimated but expenditures would be
absorbed within the existing budget. Any fiscal effect associated with SB 121 is not reflected in
The FY 2024 Governor’s Budget Report.
