Dear Representative Carpenter:
SUBJECT: Fiscal Note for HB 2244 by Representative Ballard, et al.
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2244 is
respectfully submitted to your committee.
Current law provided a temporary exemption to the Personal and Family Protection Act
for state universities, Washburn University, community colleges and technical colleges upon
meeting certain requirements, which expired on July 1, 2017. HB 2244 would amend the Act to
make the exemption permanent. The bill would include related technical amendments.
The Kansas Board of Regents indicates each postsecondary educational institution
implemented a variety of security measures by July 1, 2017, such as metal detectors and additional
security officers for large events and in buildings or areas of campus where firearms cannot be
allowed. The Board indicates the enactment of HB 2244 would help postsecondary educational
institutions avoid similar costs in the future.
