SUBJECT: Fiscal Note for HB 2223 by House Committee on Education
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2223 is
respectfully submitted to your committee.
In the current school finance formula, the high-density at-risk weighting applies to school
districts with populations of at-risk students exceeding 35.0 percent of the district’s enrollment. The
weighting is calculated differently for districts with at-risk populations of at least 50.0 percent and
for those with at-risk populations of at least 35.0 percent but less than 50.0 percent. The weighting
may also be calculated at the school building level. The high-density at-risk weighting is scheduled
to expire on June 30, 2024 (FY 2024). HB 2223 would remove the statutory sunset date of the high-
density at-risk weighting.
The Education Consensus Group estimates that in FY 2025 there would be approximately
14,163.4 FTE students that would be included in the high-density at-risk weighting. Without the
enactment of HB 2223, or a similar policy enacted in an appropriation bill, FY 2025 State Foundation
Aid would be reduced by $76.8 million, utilizing a Base Aid for Student Excellence (BASE) in FY
2025 of $5,421 (14,163.4 FTE students X $5,421 FY 2025 BASE = $76,779,792). The Division of
the Budget notes that in The FY 2024 Governor’s Budget Report, the Governor’s recommendations
include a budget proviso to extend the sunset date of this weighting through FY 2025.
