SUPPLEMENTAL NOTE ON HOUSE BILL NO. 2191

Brief*
HB 2191 would authorize the Children’s Cabinet
(Cabinet) to create a 501(c)(3) nonprofit corporation for the
Dolly Parton’s Imagination Library. The Board of Directors of
the nonprofit would consist of the members of the Cabinet,
the Executive Director of the Cabinet, and other directors
designated by the Cabinet.
The purpose of the nonprofit would be to receive gifts,
donations, grants, and other moneys and to engage in
fundraising projects for the benefit of the Dolly Parton’s
Imagination Library Book Gifting Program (Imagination
Library). The bill would state the Imagination Library would
develop, implement, promote, and sustain reading by the
children of Kansas.

Background
The bill was introduced by the House Committee on
Appropriations at the request of Representative Waymaster.

Senate Committee on Ways and Means.]

In the House Committee hearing, proponent testimony
was provided by a representative of the Cabinet. The

proponent generally stated the bill would allow the Cabinet to
combine local fundraising efforts into a statewide effort to
grow the program. Additionally, the proponent stated the
program provides books to children who may not otherwise
have access to them.
Written-only proponent testimony was provided by
representatives of the Dollywood Foundation.
No other testimony was provided.

Fiscal Information
According to the fiscal note prepared by the Division of
the Budget on the bill, the Kansas State Department of
Education and the Department of Revenue indicate the bill
would have no fiscal effect. Any fiscal effect from enactment
of the bill is not reflected in The FY 2024 Governor’s Budget
Report.
