SUBJECT: Fiscal Note for HB 2187 by House Committee on Federal and State Affairs
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2187 is
respectfully submitted to your committee.
Under current law, the Kansas Commission on Peace Officers’ Standards and Training
consists of 12 members. HB 2187 would increase the number of members to 16. The bill would
increase the number of members selected by the Governor that represent the general public and
are not associated with law enforcement from one to five. The five members would be selected to
promote and ensure diverse and ethnic representation. The bill details the specific requirements
the five members would possess and the guidance the Governor would follow when selecting the
members.
The Kansas Commission on Peace Officers’ Standards and Training states that it would be
required to pay per diem compensation and per diem subsistence expenses for the four additional
members from its Kansas Commission on Peace Officers’ Standards and Training Fund. The
compensation would be $35 per day per member; however, the Commission cannot estimate
mileage reimbursement since it does not know where the members would reside. The Commission
does estimate the additional per diem compensation and subsistence expenses would total between
$640 and $1,000 per year starting in FY 2024. The Office of the Governor states that the bill
would not have a fiscal effect. Any fiscal effect associated with HB 2187 is not reflected in The
FY 2024 Governor’s Budget Report.
