Dear Representative Bergquist:
SUBJECT: Fiscal Note for HB 2150 by Representative Corbet, et al.
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2150 is
respectfully submitted to your committee.
HB 2150 would repeal the zoning and planning authority for cities in the three-mile area
extending from the city boundaries, giving county planning commissions the authority to regulate
such areas instead.
The League of Kansas Municipalities indicates that enactment of HB 2150 would increase
expenditures for cities, but the fiscal effect is unknown. According to the Kansas Association of
Counties, enactment of HB 2150 could increase labor costs for county planning commissions, as
there would be an expansion of unincorporated areas to regulate.
