SUBJECT: Fiscal Note for HB 2117 by House Committee on Elections
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2117 is
respectfully submitted to your committee.
HB 2117 would require the Kansas Secretary of State to use information collected from
individuals registering to vote to enable the state to utilize the Systematic Alien Verification for
Entitlements Program (SAVE) of the U.S. Department of Homeland Security.
The Secretary of State indicates, under HB 2117, the agency would use existing resources
to provide training and update manuals for county election officials; update the agency’s website;
update public documents and information; and work with media, political parties, candidates, and
the public to ensure knowledge of the state’s participation in the SAVE program. The agency’s
existing resources would be used to pay required fees to participate in the program. The fees could
cost a few hundred dollars per year to several thousand dollars per year. However, no state is
currently participating in the program because of the inability to accurately provide the necessary
information to the program to verify enough information. The agency indicates that the program
would aid state and local election officials in updating voter registration rolls and deleting
individuals registered to vote that are not U.S. citizens from voter registration rolls. Any fiscal
effect associated with HB 2117 is not reflected in The FY 2024 Governor’s Budget Report. The
Kansas Association of Counties indicates HB 2117 would not have a fiscal effect on counties.
