SUBJECT: Fiscal Note for HB 2116 by House Committee on Elections
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2116 is
respectfully submitted to your committee.
HB 2116 would require the Kansas Secretary of State to join the Electronic Registration
Information Center no later than January 1, 2024, to aid state and local election officers in updating
the state’s voter registration records.
The Kansas Secretary of State estimates that HB 2116 would have require additional
expenditures of $48,000 in FY 2024 from its federal Help America Vote Act (HAVA) fund. The
agency indicates it would pay a one-time application fee of $25,000 to join the Center and spend
$23,000 each year beginning in FY 2024 for annual maintenance fees. The maintenance fees could
decrease depending on how many states join the center. The agency also believes under HB 2116,
the 105 county election offices could spend in total approximately $162,000 to send a mailer to
persons identified by the Center as needing additional information or confirmation. The amount
could decrease in future years as registered voters update their information. Any fiscal effect
associated with HB 2116 is not reflected in The FY 2024 Governor’s Budget Report.
The Kansas Association of Counties indicates HB 2116 could have a fiscal effect as noted
above by the Secretary of State.
