Dear Representative Proctor:
SUBJECT: Fiscal Note for HB 2120 by House Committee on Elections
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2120 is
respectfully submitted to your committee.
HB 2120 would require the Kansas Secretary of State to do a quarterly review of the state’s
voter registration rolls to investigate multiple voters registered to vote who list the same address
and investigate the discrepancies in the spelling of names of persons at that address to ensure that
a person only appears once on the voter registration rolls.
Under HB 2120, the Secretary of State would use existing resources to review the voter
registration database for multiple records and misspelled records. The agency would then work
with local election officials and local law enforcement officials if an investigation would be
required. Any fiscal effect associated with HB 2120 is not reflected in The FY 2024 Governor’s
Budget Report.
The Kansas Association of Counties indicates HB 2120 would not have a fiscal effect on
the counties.
