SUBJECT: Fiscal Note for SB 65 by Senate Committee on Federal and State Affairs
In accordance with KSA 75-3715a, the following fiscal note concerning SB 65 is
respectfully submitted to your committee.
SB 65 would allow cities and counties to regulate abortion within their boundaries if the
regulation was at least as stringent or more stringent than regulations imposed by state law. The
bill would state that in such cases the more stringent local regulation would control.
The Kansas League of Municipalities was unable to estimate a fiscal effect but states that
enactment of SB 65 could affect cities that decide to pass local ordinances to regulate abortion and
abortion access, due to increased costs for implementation and enforcement of the measures. In
addition, local regulations could be challenged, resulting in costs for legal defense. The Kansas
Association of Counties also states that enactment of the bill could result in a fiscal effect for
counties, although the fiscal effect could not be estimated.
