Dear Senator Thompson:
SUBJECT: Fiscal Note for SB 64 by Senator Corson
In accordance with KSA 75-3715a, the following fiscal note concerning SB 64 is
respectfully submitted to your committee.
SB 64 would prohibit an official elected to statewide office from receiving any income
from outside employment, or for any other outside activity, while holding a statewide office. The
elected official would not be permitted to perform outside employment or activities while in office
for income to be deferred until after leaving statewide office. No income would be permitted to
be given to the office holder or the office holder’s family. The bill would include the Governor,
Attorney General, Secretary of State, State Treasurer, and the Commissioner of Insurance.
The Governor’s Office, the Secretary of State’s Office, the Governmental Ethics
Commission, the Kansas Insurance Department, and the Office of the Attorney General indicate
that SB 64 would not have a fiscal effect on the agencies. The State Treasurer’s Office indicates
that SB 64 could affect the Treasurer’s involvement with professional organizations, such as the
National Association of State Treasurers, among others.
