SUPPLEMENTAL NOTE ON HOUSE CONCURRENT
RESOLUTION NO. 5004

Brief*
HCR 5004, as amended, urges the U.S. Congress to
fully fund the federal Individuals with Disabilities Education
Act (IDEA). The concurrent resolution urges Congress to
enact legislation to fully fund the IDEA promise of up to 40
percent of the average per-student expenditures in public
elementary and secondary schools for the federal IDEA
mandate.
The concurrent resolution contains whereas clauses
related to the federal IDEA of 1990.
The concurrent resolution requires the Secretary of
State to send enrolled copies of the resolution to the Majority
Leader and Minority Leader of the U.S. Senate, the Speaker
of the U.S. House of Representatives, the Minority Leader of
the U.S. House of Representatives, and each member of the
U.S. Senate and U.S. House of Representatives serving
Kansas.

Representatives K. Williams, Thomas, and 21 others.

In the House Committee hearing, a representative of the
Kansas Association of School Boards testified as a
proponent, generally stating support for fully funding the
IDEA at the federal level.
U.S. Representative Ron Estes submitted written-only
proponent testimony.
No other testimony was provided.
The House Committee made clarifying amendments to
the concurrent resolution to accurately reflect the commitment
in IDEA and the impact on the State.
