SUBJECT: Fiscal Note for HB 2079 by House Committee on Agriculture and Natural
Resources
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2079 is
respectfully submitted to your committee.
HB 2079 would extend the annual white-tailed deer firearm hunting season to include 30
minutes before the sunrise on the Wednesday before Thanksgiving and end 30 minutes after the
sunset on the second Sunday of December. The bill would also require the Kansas Department of
Wildlife and Parks to provide Kansas residents who hold a Kansas lifetime hunting or combination
license one free any-season white-tailed deer permit with the option to purchase one additional
any-season white-tailed deer permit for the same calendar year. The bill would also require the
Kansas Department of Wildlife and Parks to provide Kansas residents who hold a Kansas non-
lifetime hunting or combination license one free antlerless white-tailed deer permit.

The Kansas Department of Wildlife and Parks states the provisions of the bill would reduce
revenues by at least $604,000 from its Wildlife Fee Fund in FY 2024 which would continue for
all subsequent fiscal years. The Department states that providing free white-tail deer permits to

those holding lifetime hunting or combination licenses is estimated to decrease annual revenues
by at least $300,000 from the Wildlife Fee Fund. The estimate is based on calendar year 2021
deer permit sales to lifetime license holders. The agency does not anticipate a loss in revenues
from the sales of a second deer permit because this group of hunters currently purchase
approximately 7,100 multiple deer tags annually. The Department also states that providing a free
white-tail deer permit to those holding non-lifetime hunting or combination licenses is estimated
to decrease annual revenues by $304,000 from the Wildlife Fee Fund. In addition, the agency
cannot estimate the fiscal effect extending the firearm deer season would have on agency revenues.
Any fiscal effect associated with HB 2079 is not reflected in The FY 2024 Governor’s Budget
Report.
