SUPPLEMENTAL NOTE ON SENATE SUBSTITUTE FOR
HOUSE BILL NO. 2056

Brief*
Senate Sub. for HB 2056 would amend the Personal
and Family Protection Act (Act) to update statutory citations
for violations of state law that make a person ineligible to
possess a concealed carry license and to require the
surrender of suspended or revoked concealed carry licenses
to the Office of the Attorney General. The bill would also
make technical changes.
Background
The Senate Committee on Federal and State Affairs
removed the contents of HB 2056, inserted the contents of
SB 523, and recommended a substitute bill.
[Note: As passed by the House, HB 2056 would have
changed the deadline for all advance voting ballots to be
received by the county election officer from the third day
following the date of the election to 7:00 p.m. on the date of
the election. This would have included advance voting ballots
received by mail, in the office of the county election officer,
the satellite election office, any polling place, or a county-
maintained election drop box.]

SB 523 (Concealed Carry Licenses)
SB 523 was introduced by the Senate Committee on
Federal and State Affairs at the request of a representative of
the Office of the Attorney General.

In the Senate Committee hearing on March 7, 2024, a
representative of the Office of the Attorney General provided
proponent testimony, stating that the bill would update
statutory citations, make the Act consistent with other
provisions of Kansas law requiring surrender of suspended
licenses, and aid the Office of the Attorney General in the
performance of its statutory duties.
Neutral testimony was provided by a private citizen.
No other testimony was provided.
The Senate Committee removed the contents of HB
2056, inserted contents relating to concealed carry licenses
(SB 523), and recommended a substitute bill be passed.
Fiscal Information
According to the fiscal note prepared by the Division of
the Budget on SB 523, the Office of the Attorney General
states that any additional costs for postage to mail licenses
back to the licensee would be absorbed within existing
resources. Any other costs to enact the provisions of the bill
would also be absorbed.
The Office of Judicial Administration states that the bill
would not have a fiscal effect on agency operations. Any
fiscal effect associated with the bill is not reflected in The FY
2025 Governor’s Budget Report.

would not have a fiscal effect on counties.
